I need help now to pay my bills and want to know if I can get a tax refund advance similar to a payday loan. Something other than HRBlock.

You can but you pay outrageous fees. Why not just efile? You can get direct deposit within two weeks and e-filing should be free for you.
Use turbotax http://turbotax.intuit.com/
or the IRS website, www.irs.gov

    It would depend on the state you live in. You can call places like Jackson Hewitt or Liberty Tax as they are doing them in some states. The fees are high and the funds are limited, I am told. If you are avoiding H&R Block because you owe them money don’t go any place else as H&R uses cross collection with all of the others.

    They all charge such high fees I have been crazy and got the IRAL from HR block for the past 4 years but if you look at I would have had near about 1000 dollars more if I would have waited the 8-14 days to get my refund direct depoist. When you get one of the checks it cost you about 5 % for them to cash their own check and if you take it to your bank your bank holds it 5-7 days before the funds is avaiable so whats the point I filed for 27.95 which I paid with my cc and by the 29th I will get my refund using turbo tax
